The Workforce Innovation & Opportunity Act (WIOA) is a “Native American Program” as stated in Section 166 of the Workforce Innovation & Opportunity Act and receives grant funds directly from the Department of Labor (DOL). The Workforce Innovation & Opportunity Act (WIOA) program is under the authority of the Office of Workforce Investment, Division of Adult Services and administered through the Division of Indian and Native American Programs (DINAP).

Eligibility

To be eligible, a participant must be a member of a federally recognized tribe, they must be unemployed, underemployed, and must meet the income guidelines determined by the Department of Labor. http://aspe.hhs.gov/poverty/

Purpose

The overall purpose of the Workforce Innovation & Opportunity Act (WIOA) program is to increase the labor force participation rate among Native Americans by providing workforce training activities that increase employment, retention, and earnings increase.

Career & Training Services

WIOA provides the following services to meet the needs of Native Americans preparing to enter, reenter, and retain unsubsidized employment:

Career Services: Outreach, intake, orientation to services, eligibility, job search and placement, labor market information, Individual employment plan, case management, support services, work experience, and follow up services (follow up services are provided to ensure individuals maintain and overcome any barriers which prevent them from completing their education and training goals).

Training Services: On the Job Training, skills upgrade, education and tuition assistance, job readiness training, GED attainment, and customized training for employers with commitments to hire.

These services can be provided in any order; there is no sequence requirement. Career services under this approach provides flexibility to meet the needs of the client.
