SUMMARY OF DUTIES:

Overview:
   The Webmaster ensures user experience is formulated to achieve the goals and develops design concepts to meet the business objectives of the college. Responsible for establishing creative direction for the entire line of online services and programs; facilitating the technical and content objectives for programs and organizations, including, scoping projects, communicating, and managing these projects from inception through completion, as well as reviewing specifications and provides time estimates on the development of projects and features. Directs and oversees all aspects of Web systems (internet, intranet and extranet) including design, release, and maintenance.
   The Webmaster, using knowledge of standard concepts, practices, and procedures within the web design, web development, database architecture, and graphic design fields (i.e., ASP, SQL, CSS, XHTML, .Net, Accessibility, JavaScript, etc), designs, develops, and implements web pages and software packages/applications for the college web sites; develops and maintains the college's portal(s).
   Utilizing user-centered design principles, the Webmaster will design and implement the user interface, front pages, and the tools to navigate the web site; perform unit testing at the page level, set code standards, and maintains site specifications. The Webmaster is also directly responsible for developing and implements program, department, organizational, and community related content, such as information, contacts, events, bulletin boards, etc., while maintaining and providing ongoing updates of the current content.
   In addition the Webmaster is responsible for designing the look and feel for the site, including graphic design, determining the size and arrangement of illustrative material and copy, selecting style and size of type, and arranging layout based upon available space, knowledge of layout principles, and aesthetic design concepts.
   The Webmaster must also design and build relational databases; including the development of strategies for data acquisitions, archive recovery, and implementation of multiple databases. The Webmaster will also administer, maintain, develops and implement policies and procedures for ensuring the security and integrity of the college database(s).
   The Webmaster is further responsible for administering various Customer Relationship Management (CRM) applications, which includes maintaining the CRM systems support and updating function, monitoring end-user usage of systems and performance of daily administrative tasks. The Webmaster is also responsible for Customer Relationship Management (CRM) system integration with existing systems and websites, ensuring all functions of CRM system effectively work with all other applications and systems.
   The Webmaster will also perform backups, ensure user accessibility to the site, and monitor site traffic and scale site capacity to meet traffic demands performance. The Webmaster must also be able to define network security issues, develop plans and procedures to ensure the safety and privacy of developed internet and intranet sites.


Responsibilities: (Primary expectations and job duties.)
  1. Direct and oversee all aspects of Online Education Web Systems (Internet, Intranet, Extranet) from design and development, to maintenance.
  2. Facilitate the Design, development, and maintenance of a large scale, multi-site web system.
  3. Design and construct web pages for existing sites and new sites, incorporating accepted design and accessibility standards.
  4. Direct and design the graphical and textual style and presentation of the current and future web sites.
  5. Produce production graphics, multimedia presentations, and animations for the web site(s).
  6. Design and develop site navigation structures, interfaces, and core architecture.
  7. Develop, and assist end users in developing, site content and applications.
  8. Develop and maintain software applications for the site(s), ERP/CRM integration, and administer supporting databases.
  9. Setup, maintain, and administer a web portal system (i.e. IIS) and associated systems.
  10. Perform analysis of traffic to Web site and recommends any necessary changes.
  11. Maintains awareness of Departmental Policy and Directorial Initiatives relating to all aspects of Internet services and Information Technology.
  12. Reports on the departmental developments regarding Internet Services as needed and requested.

MINIMUM QUALIFICATIONS:

  1. 5 Years minimum experience in web design and development in a content heavy, large production environment.
  2. 2 Years minimum experience with Internet-based services, mail server administration, ERP and CRM systems, and database administration.
  3. Mastery of Microsoft Internet Information Server, DNS/BIND, SQL Server.
  4. Knowledge of Windows 2000/2003 Server, Microsoft Exchange 2003, Microsoft Office, Macromedia Studio, Adobe Acrobat, Adobe Photoshop.
  5. Knowledge of ASP, .Net, HTML/XHTML/DHTML, CSS, SQL, XML, JavaScript, JAVA, Visual Basic, C#.
  6. Knowledge of W3C design standards, W3C/WAI accessibility standards, and Section 508 of the Rehabilitation Act of 1998.
