SUMMARY OF DUTIES:
Overview:
The Web Developer ensures user experience is formulated to achieve the goals and develops design concepts to meet the business objectives of the college. Responsible for establishing creative direction for the INDigiLearn and INDigiWeb systems, facilitating the technical and content objectives for programs and organizations, including, scoping projects, communicating, and managing these projects from inception through completion, as well as reviewing specifications and provides time estimates on the development of projects and features. Directs and oversees all aspects of INDigiWeb and INDigiLearn systems (internet, intranet and extranet) including design, release, and maintenance.
The Web Developer, using knowledge of standard concepts, practices, and procedures within the web design, web development, database architecture, and graphic design fields (i.e., ASP, SQL, CSS, XHTML, .Net, Accessibility, JavaScript, etc), designs, develops, and implements web pages and software packages/applications for the INDigiLearn LMS and the INDigiWeb Portal.
Utilizing user-centered design principles, the Web Developer will design and implement the user interface, site pages, and the tools to navigate the web sites; perform unit testing at the page level, set code standards, and maintains site specifications. The Web Developer is also directly responsible for developing and implementing educational outreach programming, departmental, organizational, and community related content, such as information, contacts, events, bulletin boards, etc., while maintaining and providing ongoing updates of the current content.
In addition the Web Developer is responsible for designing the look and feel for the site, including graphic design, determining the size and arrangement of illustrative material and copy, selecting style and size of type, and arranging layout based upon available space, knowledge of layout principles, and aesthetic design concepts.
The Web Developer must also design and build relational databases; including the development of strategies for data acquisitions, archive recovery, and implementation of multiple databases. The Web Developer will also administer, maintain, develop and implement policies and procedures for ensuring the security and integrity of the INDigiLearn and INDigiWeb database(s).
The Web Developer will also ensure user accessibility to the site, and monitor site traffic and scale site capacity to meet traffic demands performance. The Web Developer must also be able to define network security issues, develop plans and procedures to ensure the safety and privacy of developed internet and intranet sites.
- Direct and oversee web development aspects of INDigiLearn and INDigiWeb including standards based design, development and maintenance.
- Facilitate the design, development, and maintenance of a large scale, multi-site web system.
- Direct and design the graphical and textual style and presentation of the current and future web sites including the creation of production graphics, multimedia presentations, and animations for the web site(s).
- Design and develop site navigation structures, user interfaces, and core architecture, ensuring W3C, accessibility and user-centric standards compliance.
- Develop, and assist end users in developing site content and applications.
- Design, develop and integrate Flash and other vector animation content into sites as appropriate.
- Develop and maintain software applications for the site(s), integrate the site with other systems, and administer supporting databases.
- Implement web metrics on sites, work with web metrics technician to perform analysis of traffic to Web site and recommend any necessary changes.
- Implement a digital portfolio system and integrate digital portfolios into INDigiLearn and INDigiWeb.
- Implement, maintain and support a system wide content management system.
- Integrate game-based technology into instructional systems as appropriate.
- Implement a podcasting system and integrate it into current instructional systems.
- Support, assist and train INDigiLearn, INDigiWeb and TCU partners.
- Implement experimental training programs including an Art/Art Marketing online exhibit and e-commerce system.
- Integrate a Share Point Portal server system into INDigiWeb to facilitate data and research sharing.
- Maintains awareness of Departmental Policy and Directorial Initiatives relating to all aspects of Internet services and Information Technology.
- Reports on the departmental developments regarding Internet Services as needed and requested.
MINIMUM QUALIFICATIONS:
- 5 Years minimum experience in web design and development in a content heavy, large production environment.
- 2 Years minimum experience with Internet-based services and database administration.
- Mastery of Microsoft Internet Information Server, DNS/BIND, SQL Server
- Knowledge of Windows 2000/2003 Server, Share Point Portal Server, Microsoft SQL Server, Microsoft Office, Adobe Creative Suite
- Knowledge of ASP, ASP.Net, HTML/XHTML/DHTML, CSS, SQL, XML, JavaScript, Visual Basic, C#, and Ajax
- Knowledge of W3C design standards, W3C/WAI accessibility standards, and Section 508 of the Rehabilitation Act of 1998.
