SUMMARY OF DUTIES:

The director is responsible for coordination, implementation, and ongoing evaluation of all safety/security related functions for the college. The director examines organizational needs on an ongoing basis and develops policy & procedures for strengthening precautionary safety & security measures aimed at protecting life and property. The director coordinates staff & resources toward the achievement of these goals. The director is the lead person that assists the organization in providing an environment that is free from preventable threats that could affect the safety and security of students, staff, faculty, visitors, and college operations.

JOB DUTIES:

  1. Supervises security Chief and Deputy Chief, all security officers and two part-time safety officers;
  2. Oversees and approves of shift scheduling and hiring go fall new officers;
  3. Handles personnel disputes and disciplinary actions;
  4. Coordinates training activities, meetings, and other functions with Burleigh County Sheriff, Bismarck Police department, and other tribal, state, and federal law enforcement agencies;
  5. Develops cooperative & mutual relationships and positive image with students, staff, faculty, guests, dormitory & residential staff, and others;
  6. Fields and resolves student complaints about security actions;
  7. Oversees officer training;
  8. Develops and administers budgets for safety & security;
  9. Coordinates implementation of safety plan through cooperation with CERT team, safety staff, administration, and others as necessary;
  10. Coordinates quarterly safety drills, (i.e., lockdowns, fire drills, tornado drills, terrorist act response training, emergency communication training & protocol, etc.);
  11. Coordinates disaster preparedness plans for campus community;
  12. Coordinates campus communication during disaster & threats;
  13. Coordinates campus training & education sessions to help it prepare for emergency situations;
  14. Other duties as assigned.
This is a new position that is very critical to the continued safety and security of the student, staff, faculty, and visiting population. This position will have great administrative support in achieving objectives. There are other issues that come with the field of security that are not included in the responsibilities listed above but obviously cannot be ignored and occasionally affect our campus community. These issues include (drug & alcohol use & abuse, domestic violence, bullying, occasional gang activity, response to attempted suicide, rape, etc.). The system that is in place is effective in handling these situations. An overall leader is needed to coordinate these services. UTTC needs a recognized leader to focus on these much larger planning and policy issues.

WORKING CONDITIONS:

General office conditions and mobility on and off campus (in the field) with UTTC supplied transportation. Normal working hours are from 8:00 am until 5:00 pm with one hour for lunch. Overtime will be required on occasion and as situations demand. Director must be willing and able to travel to attend workshops/conferences with some overnight stays. Director must have the ability to operate effectively under high stress levels during coordination of emergency services. Director will need to work in inclement weather when necessary.

Preference will be given to bona fide American Indian applicants in accordance with UTTC policies and Federal Indian regulations for such preference.
