SUMMARY OF DUTIES:

Under the direct supervision of the Grants & Contracts Manager, the incumbent will perform all or some of the following duties:

  1. Request (draw down) funds from funding sources on a timely basis according to the rules and guidelines of the contract or grant.
  2. Review and monitor Purchase Requisitions, Travel Advances, Contracts, and Employee Advertising and Selection, and other expenditures to ensure account numbers are Correct, funds are available, and the purchase is in compliance with OMB Circulars, funding source guidelines, and UTTC financial policies.
  3. Review and monitor monthly financial reports for contracts and grants assigned by the Contracts and Grants Manager, and alert the manager, controller/Vice President and the program managers of any financial or reporting problems or discrepancies.
  4. Meet monthly or bimonthly with all program managers, and go over the monthly financial reports, monitor overspending or large carryover funds, and assist directors wi9th budget modification, and other needed adjustments.
  5. Prepare and submit required financial reports to funding agencies, program directors, and other approved sources, and keep a program file with original proposal or application, program and financial reports, and other pertinent information.
  6. Must go over budgets before submission with program directors to ensure indirect and fringe is figured correctly as well as accuracy in the totals.
  7. Must assist with the annual budget preparation of major funding grants such as Carl Perkins, Prime, Indirect and General.
  8. Must learn how to use Jenzabar Financial modules to enter, retrieve, and correct data and InfoMaker software to write reports.
  9. Coordinate with other financial staff to assure all components of Finance, including Accounts Payables, Accounts Receivables, and other operating issues are conducted properly and in compliance with funding source and UTTC rules and regulations.
  10. Responsible for keeping current with program and funding source accountability measures and OMB Circulars by taking classes on campus, attending training seminars, web casts, or online training.
  11. Other duties as assigned.

SUPERVISION EXERCISED:

The incumbent will not have any supervisory responsibility, unless delegated by Manager or Vice President of Finance & Business.

WORKING CONDITIONS:

General office conditions.  Normal working hours are from 8:00 am until 5:00 pm with one hour for lunch. The incumbent must be prepared to work outside of normal working hours, including weekends as necessary due to reporting deadlines, changes in workload, and other similar reasons.  Will need to be able to climb stairs, bend, stoop, and lift at least 10-20 lbs.  Will need to travel occasionally to attend workshops and conferences which may include overnight stays.

MINIMUM QUALIFICATIONS:

The incumbent must have a bachelor’s degree in Accounting or Business Administration preferred, or a have a minimum of five years experience working in a college, university or nonprofit finance/business office.

Preference will be given to bona fide American Indian applicants in accordance with UTTC policies and Federal Indian regulations for such preference.
