SUMMARY OF DUTIES:
Under the direct supervision of the Vice President of Student & Campus Services coordinates housing services toward the accomplishment of departmental and organizational objectives. Reports to VP of S&CS and President regarding departmental issues. Work with Housing Committee for development of housing policy, and approval/denial of requests. Supervise and direct Housing Staff to provide quality Service to the students.
- Submit monthly reposrts to the Vice President of Student & Campus Services for the Board of Directors.
- Review and recommend housing policy and procedure revisions annually.
- Develop departmenatal strategic plan.
- Conduct interviews for potentional employees.
- Discipline employees as needed.
- Write funding proposals.
- Prepare annual budgets.
- Conduct employee evaluations.
- Serve on various committees.
- Participate in the selection and review process for student housing applications.
- Review and approve of employee timesheets.
- Attend and participate in Supervisors Meetings.
- Hold weekly housing meetings with Housing Staff.
- Meet regularly with Housing Committee.
- Ensures departmental effectiveness through designing departmeanl goals and assessment and evaluation methods that align with overall institutional strategy goals and vision.
- Collaborates with other staff to create and /or enhance current policy and procedures to ensure excellent customer service.
- Ensures department employees are providing friendly customer services to UTTC tenants.
- Ensure the Occupancy Specialist meets IRS compliance requirements including the state and investor deadlines; and ensure the tax credit units are being occupied immediately to ensure UTTC is maintaining a 100% occupancy rate.
- Perform a bi-annual housing inspections and track conditions to submit reports to the Vice President of S&CS and to ensure UPCS codes are being met.
- Provide pertinent housing information to the Vice President
- Review and Revise United Tribes Technical College Housing leases annually which includes August Little Soldier, Washington courts and On Campus
- Collaborate with the safety, security, and hearing panel and maintenance department as to how to maintain a safe campus and how to maintain tenants homes.
- Ensure proper furniture and supplies inventory is maintained.
- Creat Professional Development plans annually for Housing Staff and self.
- Update the housing website, UTTC catalog and student handbooks housing section as needed.
- Maintain an ongoing communication system and inspection plan with the maintenance, safety and facility team to ensure the UPCS codes are being met for the tax credit project.
- Continue to develop the internal procedures and forms.
- Provide quality control by performing a management cleaning inspection as units are completed and grade the custodian’s work performance.
- Work closely with the housing maintenance supervisor to ensure housing maintenance work orders are being completed in a timely manner and/or by deadlines for emergency purposes.
- Maintain communicatins and professional business relationships with the low-income housing tax credit (LIHT’s accountant, audit contractor, asset manager, state agency and limited partner to ensure all required decoments are submitted by the United Tribes Technical College’s appropriate staff, i.e., the finance and housing staff are meeting wthe LIHTC’s requirements for quarterly and annual reports.
- Serve on the Admission and Violations Committees.
- Enforcing department policy and procedure.
- Considerably delegate tasks to department employees as needed.
- Negotiate and manage the renewal and revised contractual agreements with agency contractors, insurance agencies, vendors, and partnerships with other ntetworking programs.
- Manage the Jenzabar System for the Housing Department.
SUPERVISION EXERCISED:
Housing Office Assistant, Occupancy Specialists, Student Transitional Technician/Custodian, Compliance Officer and Custodians.
WORKING CONDITIONS:
Works hours are Monday-Friday 8:00am-5:00pm. Evening Hours and some weekend hours are sometimes necessary, overtime when need arises. May be required to meet deadlines with short notice. Travel may be required when necessary.
PHYSICAL REQUIREMENTS:
Must be able to sit for long periods of time. Must be able to lift up to 30 lbs., bend, stoop in the performance of duties.
MINIMUM QUALIFICATIONS:
- Perference given to an applicant with a Master in Busines Administration (MBA) or Master in Management.
- A Minimun of two years experience in administering a low income housing tax credit program (LIHTC), project and housing based voucher program. Tenant and Landlord rights and responsibilities and the Fair Housing rules and Regulations. Maybe be required to provide a certificate of completed traiing in administering this program.
- A minimum of two years experience in Property Management and principles and practices of supervising at least two or more employees, financial management, making complex administrative decision in a afair and consisitant manner, and creating policy and procedures consistant with the most recent housing federal and state laws.
- A minimum of two years experience of the North Dakota Finance Agency’s, IRS and investor’s guidelines and expectations for the LIHTC program.
SPECIAL REQUIREMENTS:
Preference will be given to bona fide American Indian applicants in accordance with UTTC policies and Federal Indian regulations for such preference.
If selected for the position, the applicant is subject to a complete background investigation with favorable determination.
